Is medical lobbying by pharmaceutical companies an unethical phenomenon?

To me, any direct or indirect incentive for a doctor, ward, hospital, or medical center is wrong because it may be contrary to the fundamental interest of the patient! Unfortunately, this is a large-scale phenomenon, far beyond what you can expect. I comprehend an inherent conflict of interest in medical solicitation toward patients. The fact that there is no binding medical ethics has created a vacuum.
