The most effective way to paralyze military capability is to paralyze electricity and communications systems. Of course, this does not detract from the responsibility of government officials to ensure that nothing goes wrong. The most efficient and straightforward way to create a temporary disconnection of the electricity and communication transmission systems is by using a powerful electromagnetic pulse similar to that found in powerful solar flares or CPE particles emitted from the sun. As for the inconvenience, temporary chaos will probably occur in certain places until electricity and communications are restored. It is desirable, of course, to have food, emergency lighting, and essential equipment in case of a prolonged power outage.
